The 2012 Winter Legislative Conference is scheduled for February 21 – 22 at the Omni Richmond Hotel.

This year, long term care providers face unprecedented challenges.  With additional Medicare cuts looming and Virginia nursing facilities facing new Medicaid cuts, the challenge to deliver care to an increasingly frail and sicker population in a weak payment environment is growing.  Virginia is facing a fifth year of Medicaid funding cuts.  The stability and adequacy of public funding for all health care services, including long term care, continues to be seriously threatened by the lingering recession and inadequate government revenues at both the state and federal levels.  In this year’s General Assembly Session, Virginia’s Governor, Bob McDonnell and legislators will address Virginia’s budget needs and determine the future of legislative measures affecting nursing homes and assisted living facilities.  Proposed legislation in the 2012 General Assembly could potentially add additional regulatory burdens to an already over-regulated profession. 

Under Health Care Reform, providers will also be challenged to create and operate within new approaches for delivering care across the entire continuum.  Employing physicians, physician extenders and utilizing telemedicine are examples of innovative approaches to address current and future challenges.  At this year’s Legislative Conference, presenters will explore new roles for long term care providers as the nation works to identify solutions for a fragmented and costly health care system.

Making our voices head within the political and policy arena is vitally important. Time has been set aside on Tuesday morning beginning at 9:00 a.m. to visit legislators.  VHCA members are strongly encouraged to take advantage of this opportunity to meet with their legislators during a visit to the General Assembly and at the evening legislative reception.  We urge members to make appointments now to meet with their Delegate and Senator – face-to-face meetings are one of the most effective options for delivering our message about the critical need for adequate funding for long term care.
