The work group on Certificate of Public Need (COPN) established by the General Assembly met for the second time on August 19.  The work group heard a series of reports on additional topics that the work group members requested information about during their July meeting.

Last week we reported that the Certificate of Public Need (COPN) workgroup established by the General Assembly held its first meeting.  This week a second workgroup was established during this past General Assembly Session to review the notion of provider assessments to partially fund the state share of Medicaid costs met for the first time.  Novel Martin, Medical Facilities of America, serves as the Virginia Health Care Association (VHCA) representative on this panel.  Much like the COPN workgroup origin, the impetus of the workgroup is around provider assessments for hospital services; however, the workgroup is not necessarily limited to considering only hospital assessments.

The work group on Certificate of Public Need (COPN) established by the General Assembly earlier this year held its first meeting on July 1.  Douglas Suddreth, Autumn Corporation, serves as the Virginia Health Care Association (VHCA) representative on the panel.

This week the Department of Health’s Division of Certificate of Public Need (DCOPN) began emailing each nursing facility (NF) in Virginia the forms NFs must fill out and return to DCOPN reporting five items of patient origin data.

The Department of Health’s Division of Certificate of Public Need (DCOPN) will soon email to each nursing facility in Virginia a form requesting five items of basic information about residents (date of birth, gender, date of admission, source of admission, and zip code of prior residence).  DCOPN intends to gather the information to assess the need for nursing facility beds in each of Virginia's planning districts.  DCOPN will ask providers to report these data items for each resident in the facility on one specific date within a date range on an Excel spreadsheet.
