FINAL CALL: Virginia’s Dual Demonstration Comment Period Ends June 30th

The Virginia Health Care Association (VHCA) encourages all members to forward comments, questions and suggestions to the association related to the proposed Medicare/Medicaid Alignment Demonstration as we work to finalize comments that will be submitted to the Centers for Medicare and Medicaid Services (CMS).  The official end of the comment period is Saturday, June 30th.  VHCA plans to submit written comments on Wednesday, June 27th.  A draft of the association’s comments is available for your information and review.

As reported in a number of CareConnection articles over the past several months, the Department of Medical Assistance Services (DMAS) is pursuing the blended payment demonstration for dual eligible beneficiaries under a CMS program that, if approved, would provide capitated combined Medicare and Medicaid funding to managed care organizations (MCOs).  These MCOs would in turn, contract with providers, including nursing facilities, for the delivery of coordinated services to individuals with both Medicare and Medicaid benefits. VHCA has established a document resource library to assist members with better understanding the proposal and to share information developed by the association’s Ad Hoc Committee on Managed Care.

Additional information about the dual eligible alignment demonstration is available from CMS.  Members wishing to send their own comments directly to CMS may do so by forwarding them electronically.  Comments developed by VHCA in connection with the now-concluded state-level public comment period may be helpful to members as they consider their comments to CMS.  VHCA’s May 11, 2012 public comment letter to DMAS is available here.  The most recent communication from VHCA to DMAS is a letter of qualified support dated May 31st that acknowledges two key modifications that DMAS made in response to concerns expressed by the association – adding an “any willing provider” provision and establishing a Medicaid payment floor based upon fee-for-service payment levels.
